A concessional mortgage loan should be used for purchasing residential properties where the price per square meter does not exceed the average market price on the date of granting the loan. This applies to properties in Baku city, its settlements, and villages, as well as in other urban and regional areas of the country.
The amount of a concessional mortgage loan should not exceed 90% of the residential property's price on the date of the loan. For non-subsidized mortgage loans, the amount should not exceed 85% of the property's price.
Regular payments related to the life and activities of the borrower (or borrowers) and their family members must not be less than the subsistence minimum established for each family member.
On the last payment date of the loan, the age of the borrower (or borrowers) should not exceed the retirement age limit established by legislation.
The loan must be secured by a residential mortgage.
The mortgaged residential property must be appraised by an independent appraiser who is listed on the list approved by the Mortgage and Credit Guarantee Fund of the Republic of Azerbaijan and has signed a cooperation agreement with the Fund.
The rights of the mortgagor must be state registered in accordance with the legislation.
The loan principal and accrued interest must be paid in equal monthly installments (annuity payments).
Mortgaged real estate must be insured based on the market value of the property, but not less than the amount of the loan secured by the mortgage.
Life insurance contract. The life insurance for borrowers should be proportional to the specific weight of their income when calculating the mortgage loan amount. The total amount of life insurance coverage for borrowers must be at least equal to the amount of the mortgage loan.
A concessional mortgage can be granted to the following individuals:
Members of a young family who are:
1. Members of a martyr's family (husband/wife, children).
2. National Heros (the hero themselves, their spouse, or children).
3. Displaced persons or someone considered equivalent.
4. Individuals who have served in civil service for at least 3 years, including special civil service.
5. Individuals who have worked as a teacher in a public secondary school for at least 3 years.
6. Individuals who have worked as a journalist for at least 5 years and are listed in the Media Register. (young family)
7. Individuals who have worked as a journalist for at least 15 years and are listed in the Media Register.
8. Individuals who hold a Doctor of Philosophy (PhD) degree.
9. Individuals with special merits in the field of sports, including:
An honored figure of physical education and sports.
A winner of national-level competitions (1st place).
A prize winner of international-level competitions (1st, 2nd, or 3rd place).
The monthly mortgage payment should not exceed 70% of the borrower’s total monthly income.
